First 5 San Joaquin exists to serve and improve the community through our children. First 5 works in partnership with various agencies and organizations and fosters the active participation of parents, caregivers, educators and community members. Together we develop and offer programs benefiting children ages 0 to 5 years old. First 5 San Joaquin provides financial support for critical programs such as health, preschool and literacy programs, to ensure programs effectively meet the needs of families. The San Joaquin County Neighborhood Preservation Division administers the County's U.S. Department of Housing and Urban Development (HUD) Grant programs and other state and federal grant programs. In the administration of these programs, the Neighborhood Preservation Division also operates housing rehabilitation and homeownership programs.
It is the intent of the Neighborhood Preservation Division to provide the organization, vision, and means by which citizens have access to programs to improve their standard of living, which includes the preservation and increased vitality of neighborhoods. You can make a difference in our community while making new friends, developing new skills, and having fun. Volunteers are needed for the San Joaquin County Long Term Care Ombudsman Program. Ombudsman volunteers are trained and State certified to work with residents, staff and families to investigate and resolve complaints and problems in long term care facilities, such as Skilled Nursing and Assisted Living. They work as mediators, resolving complaints on resident's rights, neglect and abuse, dietary needs, activity programs, financial matters, Advanced Health care Directives and more. HICAP counselors advise Medicare beneficiaries and their families on Medicare issues and questions during one-hour, in person appointments. Counseling sessions are held during business hours at local counseling sites. HICAP counselors assist with a variety of topics including helping individuals who are new to Medicare with their coverage options and choices, comparing Medicare Supplement (Medigap) plans and policies, comparing local Medicare health and drug plan choices, and explaining their Medicare rights.
