HEAP provides significant utility bill credits to income-eligible residents of San Joaquin County. Residents may also qualify for the Weatherization Program, which offers free long-term energy-saving home improvements that enhance efficiency and comfort.
Eligible households may receive a one-time payment ranging from $213 to $488 per calendar year. HEAP credits one utility account per household. This credit may take 8-12 weeks to process. During this period, residents are responsible for continuing to pay their utility bills.
Priority for HEAP services is given to applicants who:
- Meet income qualifications.
- Have a high energy burden.
- Have vulnerable household members, including older adults over 60, disabled persons, or children under 5.
The amount of HEAP assistance is calculated based on household size, income, and the percentage of income spent on energy bills, known as the energy burden. Other factors considered include funding availability and energy cost within the household's county.
